Fallout: New Vegas NCR Combat Ranger Armor in the safe house?

I built up my reputation enough with the NCR to get idolized and get the key to the NCR safe housefrom Colonel Hsu; when I went there, I looked at the spot where the NCR Combat Ranger Armor was supposed to be, but it wasn't there. Neither were any of the other weapons of clothes that should have been there (on the shelves in the first room to the right). Do I have to see President Kimball at the Hoover Dam before they show up?
