The Cl in both compounds is not elemental chlorine, but the chloride ion, which has a charge of -1. Since H has a charge of +1 in HCl, there is one Cl to offset it. Ca has a charge of +2 in calcium chloride, so you need 2 chlorides to cancel the charge.
